Plankton used it to act like Sandy. It was just another plan to steal the Krabby Patty secret formula. He used it while in the Sandy Robot. Plankton managed to successfully speak in Sandy's drawl tricking SpongeBob. The book was able to help him speak better Texas Drawl.
