Scooter is a surfer fish commonly seen at Goo Lagoon, who is easily identified by his high-pitched, shaky voice.
Scooter has green lips and wears green shorts with yellow flowers. His girlfriend is Nazz, whom he has a baby with. He is usually voiced by Carlos Alazraqui, but is voiced by Clancy Brown in the episode "Wigstruck."
He once died and turned in to a angel, when he drowned in the high tide from "Bubble Buddy." In later episodes, he is somehow alive although it wasn't shown how he got revived as it is a continuty error.
In "Ripped Pants," it was his first appearance, Scooter compliments SpongeBob on his "joke" after the initial incident with his pants, which leads him to do it intentionally. He also compliments him the next few times he rips his pants, but after SpongeBob pretends to drown, Scooter walks away from him, sadly saying "Dude..." due to SpongeBob`s harsh way of making a joke.
In "Walking Small," he hits a reef with his new surfboard breaking it. SpongeBob turns his own body into a surfboard to replace it.
In "Bubble Buddy," he asks SpongeBob to bury him in the sand, which he does. He later leaves Bubble Buddy to unbury Scooter, and, Bubble Buddy being an inanimate object, he is drowned by the high tide. He is later seen ascending to Heaven as an angel.
In "SpongeGuard on Duty," Scooter is seen participating in a hot dog chug and being cheered on by onlookers. Later, he is seen being repeatedly hit against a rock by a muscular fish, which he apparently enjoys.
In "My Pretty Seahorse," Scooter and Lloyd (different colors) see Mystery parked outside the Krusty Krab and mistake her for a kiddie ride. Scooter's friend suggests that he try the ride out, and when he inserts a quarter into the "slot for coins," Mystery kicks him in retaliation, sending him flying and causing a nuclear explosion.
In "Club SpongeBob," in a brief scene, two pilots of a 'Picnic Supplies Inc.' cargo plane are seen, with one of them bearing a strong resemblance to Scooter, as well as having the same high-pitched and shaky voice. It is unknown if the pilot is is fact Scooter, although there is a strong possibilty.
In "Battle for Bikini Bottom," he is seen throughout the game as a background character. Here, he wears a brown sweater, blue pants, brown boots, and white earmuffs (or headphones), no matter when he's seen.
In a book called Surf's Up, SpongeBob!, Scooter is called "surfer". He is seen walking sadly away from the beach because he broke his surfboard on a "gnarly" wave.
In "Sponge-Cano," he is seen making a joke and Squidward hates it. Mr. Krabs then demands Squidward to laugh at the costumer's joke. Squidward then fake laughs only for Scooter replies, "I knew you would eventually get it." However, his voice is different in this episode.
