The Locker of Memories belongs to Mermaid Man and Barnacle Boy. It just appears in the episode Back to the Past. There are shelves in it with old stuff on them. In that episode, Mermaid Man and Barnacle Boy show this Locker to SpongeBob and Patrick, because they helped push the Invisible Boatmobile up a hill for them.

History
The Locker of memories was probably made when Mermaid Man and Barnacle Boy were still retired because it shows things about them becoming young and their career being superheroes. It's also a time machine that shows Year,Month,and Day. At the end of the episode of it's appearance Back to the Past, A locker thats the same appeared with duplicates of Spongebob and Patrick. A duplicate of Spongebob said they came because of how evil were stopped. Then, many lockers which is obviously the same appeared all over the galaxy.
