EDIT: I see he has now been warned twice since I made this report, feel free to close the report or leave it open if needed.
This user is an obvious sockpuppet of Joe Seed, a user who was blocked for a month last April for spamming. Although his block expired, he is now using a new account and is spamming with that one.
