Instructions
This is a page for creating and resolving concerns on the topic: "Discussion policies (revision 8)."
At the end of the page, there is a "Create New Concern" button, which you can use to voice your concerns or questions about the proposal. You can use the "Refresh This Discussion" button, which allows you to make sure that all changes have been saved.
After 7 days of discussion, the concerns stage will end. All points brought up during that phase will be taken into account and an administrator, assistant, or the proposal's creator can move the discussion to voting, modifying the original proposal with any changes discussed by the community.
You can also add your comments to existing concerns. On the other hand, if you have no concerns, then you just wait for the voting stage.

Proposal
This is a minor revision of the discussion policies, since we changed them to "proposals" I corrected the language accordingly. I also added a provision (3f) for proposals involving coding in which there is nothing presented for a voting stage; it's pointless to vote on some sort of coding change if we don't know the code.
- A. General
- 1. All major issues such as policy changes, promotion requests, and other decisions must be resolved with a discussion.
- 2. Discussions outside of the designated discussion areas such as message walls and forum threads are not valid places to make major decisions and/or policy changes. They can be used to bring up important issues that can be put up for official discussion, as long as they follow the rules.
- B. Participation and Voting
- 1. All users are welcome to participate and vote in discussions.
- 2. Any user who participates in such a discussion and is subsequently blocked, their vote will not count if they are still blocked at the point in which the discussion is closed.
- 3. The only exception is if a discussion involves a user rights review of a particular user, the user in question does not have a vote. They are, however, allowed to comment, ask, and answer questions.

discussionsproposals will be conducted in two stages: 1) concern stage and 2) voting stage.
- a. Stage 1: Concern stage
- i. An issue, situation, and/or policy change will be brought up by any user.
- ii. All users will be given a chance to voice their opinion on the issue, situation, and/or policy change, without voting.
- iii. After seven (7) days of
discussion,discussing the proposal, the concern stage can be closed. If the discussion requires more input, it can remain open for a longer period of time. - iv. If no concerns are brought up after three (3) days, the concern stage can be closed early.
- v. If the originator of a concern marks a concern as resolved and all other concerns, if any, have been resolved, the concerns stage may close as long as three (3) days have passed since the
discussion beganproposal was posted.
- b. Stage 2: Voting stage
- i. Any bureaucrat and the user who opened the
discussionproposal are to consider everything that was concluded in the concern stage and create a new updated proposal together, thus concluding the concern stage and starting a voting stage. - ii. All users will be given a chance to vote.
- iii. After seven (7) days of voting, the voting stage will be closed.

- 3. Exceptions
- a. If
afurther discussionrequires more inputis required, orcontainsis a series of discussions, thediscussionproposal may be open for a longer period of time and close a different way. - b. In the case discussions with overwhelming support, a proposal may end after three (3) days of discussion if both of the following are true:
- i. A majority of administrators support the proposal.
- ii. The
discussionproposal has 90% or more participants in support.
- c. In the case of discussions with overwhelming opposition, a proposal may end after three (3) days of discussion if both of the following are true:
- i. A majority of administrators oppose the proposal.
- ii. The
discussionproposal has 90% or more participants in opposition.
- d. The creator of a discussion may withdraw their proposal at their sole discretion, as long as it has not reached the voting stage.
- e. If a discussion is redundant with a recent discussion or if a discussion is created that is considered unnecessary but is not withdrawn, it may be closed
after two (2) daysby a majority vote of all bureaucrats, who can decide the outcome. - f. If a proposal requires a template or coding to be developed, it must be part of the proposal or added before the concerns stage ends or it will be closed before it goes to voting.

- a. At the end of the voting stage, in order for a proposal, or option, to pass, there must be at least a 70% majority in support of the particular proposal, not counting neutrals.
- b. If there is not a 70% or more support in favor of the proposal option, the discussion is concluded to have not passed and the discussion can be closed.
- c. In the event that a discussion is closed and an agreement is not reached, another discussion may be created for further discussion.
- d. Any bureaucrat or administrator can close the voting stage, as long as the above procedures are followed.
- 5. Post-
discussionproposal
- a. When a proposal passes, the decision is final.
- b. Unless otherwise stated, the policy change takes effect immediately.
- D. Format for Promotion Requests (revised October 1, 2016)
- 1. Refer to the promotions policy for specific procedures on those discussions.
