Open Proposal
The following is an ongoing proposal. Please feel free to voice your opinion, but be sure to follow the rules. How proposals work

Introduction
We have had past discussions in regards to categories, but those discussions did not make any progress:
- Categories (October 10, 2012 - November 15, 2012) - discussion was abandoned.
- Unneeded categories) (October 22, 2011 - November 7, 2011) - discussion was abandoned.
Over the course of time, we have developed numerous guidelines for different types of articles, many of which we have established how we categorize certain groups of articles. However, as time has gone on, there have been numerous categories that have been added and readded multiple times. It is time we establish which categories we are going to officially use and officially remove. Any category that the community wants to delete will be placed on a list and every so often, I will use my bot to sweep out those categories. It will also be a page which can be monitored so that none of those categories are recreated. As for needed categories, if any category is placed here and you feel it should be kept, say so.
Format
Use the following in each discussion below:
- Keep - if you want to keep the category.
- Change - if you want to change the name of the category.
- Remove - if you want to delete the category.
- Neutral - if you are unsure or neutral.
This discussion will be up for an undermined amount of time. Anyone can add categories here they feel need to be discussed. Once a category has been added to be discussed, after seven (7) days, an outcome will be determined. If there is no consensus to delete, it will be closed and the category will be kept.
Use the following format to put up a discussion for a certain category:

As some characters show both evil and good sides, it is sometimes difficult to determine this. Additionally, I do not understand the usefulness of this category.

- They can find out the relationships in the articles. Besides, if someone sees the category "Grand Nephews," it only shows that the character is a grand nephew, but it doesn't show whom they are a grand nephew. - There are two reasons for a category to classify and to organize. Relationships follow more of a classification. They can find it in the article, but that is not the point of the category. The point is to say, "These are the characters who are grand nephews of other characters." You probably won't be giving up that category anytime soon. Also, you have been to the relationships category pages right? - Characters is a useful category because it lists all characters, as does the "Episodes" category for episodes. They are broad categories that cover a specific group of articles. It is pointless to break down a bunch of different categories of numerous things. What's next?
